Troy D. Hightower (CEO and Founder) formed TDH Associates International in 1986 after working 10 years for the airlines. Mr. Hightower retired from Kern COG in 2015 as a Regional Transportation Planner. The company was reorgainized and became TDH International LLC. TDH has focused on transportation related projects and economic and community development projects. TDH recently entered into the business of EV Charging Station sales and service. We have over 30 years of global experience providing innovative, timely, and competitive solutions in a professional manner with integrity for private, public, and non-profit projects.

Mr. Hightower has the equivalent of a Master of Science in Industrial Engineering from Marseille Polytechnique University, France. He is fluent in French and has been a pilot for over 45 years. Mr. Hightower has extensive experience working with business, industry, government agencies, universities, non-profit organizations and Disadvantaged Communities. The company is certified SB/ACDBE/DBE by LA Metro and registered on the federal SAM system and the California CaleProcure system.

Jonathan Trey Scott (Principal Planner)is a Detroit and Charlotte-based urban planner with a national focus, driven by a commitment to empowering stakeholders in community improvement through innovative policy changes, planning strategies, and economic development initiatives. With a diverse background spanning economic development, community relations, urban and regional planning, and public policy, Mr. Scott brings a multidisciplinary approach to every project.

He has led planning initiatives across Michigan and the Northeastern United States, including the City of Detroit’s Delray, Greater Corktown, and Southwest Vernor Neighborhood Framework Plans, as well as the Great Corktown HUD Choice Neighborhoods Initiative. Additionally, Trey has spearheaded projects such as the City of Central Falls’ Master Plan Update, the Broad Street Regeneration Project, and the Sylvian St. Better Block Initiative supported by the Boston Federal Reserve. He has also led public engagement efforts for various projects, including those for the district 4 Detroit City Council Office, the MTA’s Long Island Third Rail Expansion Project, the East Side Access Tunnel Project, and the Mario Cuomo Bridge Project. Mr. Scott has a MS in Urban & Regional Planning from Virginia Commonwealth, and a BS in Political Science from Norfolk State University.

Adia Smith (Business Development Consultant) is a project management and business operations leader with over 18 years of experience. She holds a Bachelor of Science in Business Administration and a Master of Science in Aviation Science and is a Certified Project Manager (PMP) through the Project Management Institute (PMI). Her PMP certification is a testament to her proficiency in project management methodologies and best practices.

Ms. Smith has dedicated over seven years to the aviation sector. During her tenure as the Director of Admissions at California Aeronautical University, She championed the "education first" strategy. The primary objective was to introduce and educate prospective students and centers of influence about the world of aviation and the myriad of careers it offers. Through an active outreach strategy, She ensured that aviation was made accessible to all interested parties.

Jayleene West (Community Impact Advisory) as a dedicated liaison, she is driven by the voices of underserved communities, envisioning their prosperity in a world where no one is burdened by energy or transportation costs. With expertise in renewables and clean transportation, she is dedicated to uniting diverse stakeholders on common ground, fostering inclusive partnerships that tackles barriers to affordable, equitable, and clean energy and transportation.

Ms. West is experienced in strategic planning, stakeholder engagement, board administration, project management, marketing and events, business development, networking, renewable energy, green hydrogen, clean transportation, V2G, just and equitable transition. Ms. West holds B.S. Environmental Science from Roger Williams University, RI, M.S. Environmental Management |Climate and Energy Concentration, University of San Francisco, San Francisco, CA, and a MBA in Sustainable Solutions and Social Justice, Presidio Graduate School San Francisco, CA.
